no , graying of the hair is just human nature, all it means is that there is no pigment left in the hair. Lemon juice can't do that. As for your dandruff try some tea tree shampoo by Paul Mitchell, inexpensive and works well.

Lemon juice can lighten your hair but won't turn it grey. Grey hair is actually white hair but mixed in with normally colored hair it looks grey. But the question is why would you put lemon juice on your hair because of dandruff. If you have real dandruff you need to see a doctor because dandruff is a fungal infection of the scalp. What most people think is dandruff is actually dry scalp which the lemon juice would just make worst.

No, I wouldn't think it would turn your hair grey, but as the others said it will lighten it, even to a white color.
For your dandruff...it could be dry scalp or build up of hair products, and so on.
First try a clarifying shampoo to remove any build-up and use a moisturizing condition. You will want to leave off any mousse or gel for a while. Use the clarifying shampoo for three days in a roll, then use a shampoo for normal hair, using the clarifying shampoo twice a week for 2 weeks, then use once a week. Deep condition your hair the 3rd day by applying conditioner heavy, comb through with a wide toothcomb or pick, wrap hair with a hot wet towel and leave on for 10 minutes, rinse well.
Second, massage your scalp daily to increase the natural oil production to your skin.
After the first week if you do not see a difference you may want to change brands of hairspray.
